GB Register of Feed Materials
Regulation (EC) No 767/2009 on the placing on the market and use of feed is part of assimilated EU legislation in the UK. The legislation requires that the person 'who, for the first time, places on the market a feed material that is not listed in the Catalogue shall immediately notify its use to the representatives of the UK feed business sectors'. The legislation does not require the publishing of a GB Register but the representatives of the UK feed business sector have agreed, after consultation with Food Standards Agency and Food Standards Scotland, to publish a Register of feed material notifications on the Internet and update the Register on a regular basis.
Feed business operators (FeBOs) marketing and/or using any listed feed materials must comply with all relevant feed legislation.
This includes the regulations on feed hygiene, labelling, feed additives, veterinary medicinal products incorporated into medicated feed, genetically modified food and feed, undesirable substances as well as the controls on the use of processed animal protein and animal by-products.

GB Register of Feed Materials is now live
Following extensive consultation with Food Standards Agency and Food Standards Scotland, the UK Feed Chain Task Force (UKFCTF), which is made up of the major trade associations representing the UK feed industry (AIC, BAFSAM, BETA, UK Pet Food), is pleased to announce that the GB Register of Feed Materials is now published.
The Register consists of the English language entries that were listed on the EU Register of Feed Materials as of 1st January 2021 and any substances notified to the GB Register since its launch in September 2022. The decision has been made to colour code the entries in the Register:
Red = Entries that are not considered a feed material following an assessment by UK FCTF and the GB competent authorities.
Amber = Entries that were transferred from the EU Register having been listed prior to changes made to the notification procedure (pre 4 October 2019) and have not been reviewed.
Yellow = Entries that were transferred from EU Register having been listed post changes made to the notification procedure (4 October 2019) or those entries notified to the GB Register and are under review.
Green = Entries that are considered a feed material following an assessment by UK FCTF and authorities.
Please note that the identification of an entry as Red, ie not a feed material, follows an assessment by the competent authorities, not just the Register managers. Thus, a feed business planning to use such products should consider the potential implications of any controls from enforcement teams.
It should also be noted that amber and yellow entries can be used as feed materials, but these entries may be amended or removed after review.
The feed industry associations and FSA and FSS have established a working group tasked with reviewing the content of the GB Register which is colour coded Amber and Yellow. The working group will meet at regular intervals with a view to the managers of the Register updating entries following the decisions made at working group meetings.

The GB Register of Feed Materials is a list of feed materials that are notified by UK feed business operators for placing on the GB market.
The EU law that applies to Northern Ireland is specified in Annex ll to the Northern Ireland Protocol Revised Protocol to the Withdrawal Agreement (publishing.service.gov.uk). This means that any business seeking to notify a new feed material for placing on the Northern Ireland market will have to continue to follow EU rules.

It is important not to confuse the Register of Feed Materials with the Register of Feed Additives. Feed materials are defined in the regulations as:
'products of vegetable or animal origin, whose principal purpose is to meet animals’ nutritional needs, in their natural state, fresh or preserved, and products derived from the industrial processing thereof, and organic or inorganic substances, whether or not containing feed additives, which are intended for use in oral animal-feeding either directly as such, or after processing, or in the preparation of compound feed, or as carrier of premixtures.'
Feed materials are detailed in assimilated Regulation (EU) 2017/1017.
The Register of Feed Materials does not provide authorisation for feed additives. Feed additives are defined in the regulations as:
'substances, micro-organisms or preparations (other than feed materials and premixtures) which are intentionally added to feed or water to perform, in particular, one or more specific functions that are defined in Annex I of assimilated Regulation 1831/2003.'
Feed additives are regulated products which means that they can be:
- placed on the market only if they have been authorised for use;
- used only for the purpose stated within the authorisation;

- rules on feed additive authorisations;
- conditions of use for additives;
- provisions on the labelling of feed additives and their premixtures which must be adhered to.
